Implementing organization: Japanese company receiving Technical Intern Trainees

Devnet International, NGO of United Nation ECOSOC in collaboration with “International Cross-Industrial Cooperatives” (ICIC), a supervising-organization involved in Technical Intern Training Programme (TITP), has built the partnership with the private sectors in Japan to receive Technical Intern Trainees from developing countries, especially from Southeast Asia.
Devnet plays a significant role to ensure that the implementation of Japan’ s TITP fully incorporates the UN Guiding Principles on Business and Human Rights ,and Goal 8.7 of the UN’s Agenda 2030 for Sustainable Development, in collaboration with ICIC which provides all kind of support to trainees, not only before coming to Japan but also even after returning home, such as orientation, oversight and consultation.
As part of the supporting activity, we interviewed the implementing organizations that received foreign technical intern trainees to collect the information about actual situation.
The following is the interview of HARADA Co., Ltd, one of the implementing organizations (private sector) Devnet has collaborated with. HARADA Co. Ltd, has a 119 years old history, established in Gunma Prefecture in 1901. The company started out in the Japanese confectionery business, and later also started in the western confectionery and bakery businesses. HARADA’ s “Rusk”, made from baguette, has become a big hit all over Japan, and now the company has 30 outlet stores in Japan, including those located in major Japanese department stores. The company has now about 1,000 employees.
Q. Why HARADA Co., Ltd. started to receive the Technical Intern Trainees?
A. We became interested in the system of TITP in 2007 thanks to the introduction by one of our business partners, which had already received the trainees. We decided to participate in TITP because TITP would lead us to global social contribution. We expect the trainees, after finishing the programme and returning to their home country, to make use of the experience they got in Japan. They can optimize the relationship they built with people in the Japanese community and the knowledge they got about Japanese culture during their stay. It is also very meaningful that we can secure young energetic manpower by receiving the Technical Intern Trainees.
Q. What do you think now, after receiving the trainees?
A. We have received more than 88 trainees so far. They are very diligent and cooperative. Their performance through practice in bakery is very satisfactory. Their workforce is very useful. They are very sociable, bright and polite to everyone, and they have good manners too. They have totally obtained good reputation. However, the biggest obstacles between us and them is the language. To solve that, we have covered the cost for the trainees to take Japanese-Language Proficiency Test that allows them to get Japanese language skills for the support. In November, we will start again receiving new trainees from Vietnam, reception had a stop due to COVID-19. For a new recruitment, an internet job interview on Zoom or other web conference system will take place until the pandemic settles down. We used to visit the developing countries for the test and do face to face interviews.
Q. What do you consider for the follow-up and relationship with the former trainees after they are back to their countries?
A. Two former trainees out of sixty from China have married Japanese people and are working in our company still now. Some trainees have worked in our company as Specified Skilled Workers, which is a status of residence applicable to foreign nationals who have jobs that require a considerable knowledge of experience in Specified Industry Fields.
I would like to meet 4 former trainees from the 1st generation that are now in Vietnam and ask them about their experience once we will visit Vietnam for the new recruitment of the 6th generation trainees.
HARADA Co., Ltd. provides its own support such as language examinations and continuous interacting with the trainees not only during the programme but also after returning to their countries. The implementing organizations, including HARADA Co., Ltd., are willing to implement TITP not only to fulfill its own labor force but also for a social contribution on an international level. The use of TITP is one of the practices for achieving the goals of the SDGs. But in order to achieve the goals, the cooperation with implementing organizations, as well as the sophisticated system, is essential.
Devnet believes that Japanese government and international organizations such as Devnet should play important roles such as building a bridge between private sectors and trainees. Devnet International believes that establishing good social system, besides actual practice, is crucial.
