Calcul\u00f3 mal, como ya ocurri\u00f3 con David Cameron<\/em><\/p>\n<p>En su defensa de la desatinada causa del Brexit, la primera ministra Theresa May acaba de recibir un fuerte rev\u00e9s de los 27 socios europeos en la cumbre de Salzburgo.<\/p>\n<p>May quiso mostrar m\u00fasculo exterior ante los ultras del partido conservador, que muy pronto celebrar\u00e1 su conferencia anual. Err\u00f3. E interpret\u00f3 mal los buenos deseos de la canciller alemana, Angela Merkel, o del presidente del Consejo Europeo, Donald Tusk, como un apoyo a sus planes en vez de como muestras de cortes\u00eda diplom\u00e1tica para no desairarla en la esfera dom\u00e9stica.<\/p>\n<p><!--more--><\/p>\n<p>Por eso May emple\u00f3 excesiva arrogancia. Calcul\u00f3 mal, como ya ocurri\u00f3 con su antecesor David Cameron y su apuesta por el refer\u00e9ndum de secesi\u00f3n. Antes de la cumbre y en su breve discurso, lanz\u00f3 un torpe ultim\u00e1tum: \u201cO sale adelante mi acuerdo [el plan de Chequers] o no habr\u00e1 ning\u00fan tipo de acuerdo\u201d. Y lo acompa\u00f1\u00f3 presentando en Londres un informe desatento \u2014al menos\u2014 contra los inmigrantes europeos.<\/p>\n<p>Tambi\u00e9n amonest\u00f3 a sus socios para que modificaran su posici\u00f3n. Les exigi\u00f3 planes alternativos, cuando es quien se va el que debe replantearlos cuantas veces convenga. Y su ministro de Econom\u00eda, el prudente Phillip Hammond, sugiri\u00f3 que la cumbre servir\u00eda para puentear al negociador de la Uni\u00f3n, Michel Barnier.<\/p>\n<p>As\u00ed que provoc\u00f3 una respuesta europea m\u00e1s dura de lo previsto. Se le invit\u00f3 a hablar solo por 12 minutos, un claro desd\u00e9n. Se le indic\u00f3 (Tusk) que debe rehacer su plan de salida. Se rechazaron sus propuestas de una frontera tecnol\u00f3gica suave con Irlanda, por et\u00e9reas e insuficientes. Algunas voces recordaron que lo que es bueno para Canarias (que goza de un r\u00e9gimen fiscal especial y, como consecuencia, sus productos pasan control aduanero al llegar a la Pen\u00ednsula) no es una ignominia y deber\u00eda servir tambi\u00e9n para el Ulster. Y se desaprob\u00f3 su enfoque sobre el futuro acceso brit\u00e1nico al mercado interior europeo, por desequilibrado, al excluir servicios, pesca, y las otras libertades de circulaci\u00f3n.<\/p>\n<p>Como remate, Malta suscit\u00f3 en voz alta la conveniencia de un segundo refer\u00e9ndum, que obsesivamente ella se niega a plantear: si no global sobre el Brexit, debiera celebrarse sobre el acuerdo concreto de salida.<\/p>\n<p>Esas admoniciones europeas no implican cerrar la puerta a un acuerdo, sino poner presi\u00f3n a favor del mismo \u2014el tiempo se acaba\u2014, y a que Londres reformule su plan. El aplazamiento a noviembre de la decisi\u00f3n final sobre el divorcio, con una Declaraci\u00f3n m\u00e1s o menos detallada (sobre lo que hay debate; y quedar\u00edan a\u00fan dos a\u00f1os de transici\u00f3n para perfilar la relaci\u00f3n futura), supone dar un respiro a May ante sus propios fan\u00e1ticos.
