Fallito il tentativo di Russia e Turchia, gli europei potrebbero avere un ruolo pi\u00f9 importante, ma il Processo di Berlino resta opaco, imposto dall\u2019alto e imperniato su attori inaffidabili<\/strong>\u201c: Asma Khalifa, 29 anni, ricercatrice e attivista libica per le donne amazigh, parla con l\u2019agenzia Dire dalla Germania a due giorni dalla Conferenza. La prima domanda riguarda le sue aspettative in vista degli incontri di domenica<\/a>. La cancelliera Angela Merkel ha invitato i rappresentanti di Stati Uniti, Russia, Cina, Gran Bretagna, Italia, Unione Europea, Nazioni Unite, Lega Araba, Unione Africana, Repubblica del Congo, Algeria, Egitto, Emirati Arabi Uniti e Turchia. Molte attese sono per\u00f2 legate alla partecipazione dei due rivali del conflitto in Libia, il primo ministro tripolino Fayez Al-Serraj e il generale Khalifa Haftar, alle guida delle forze con base in Cirenaica e nei distretti dell\u2019est.<\/p>\n\n\n

Secondo l\u2019attivista, che sta completando un dottorato di ricerca presso il German Institute of Global and Area Studies, molti libici si sentono \u201cdistanti\u201d dai negoziati di Berlino<\/strong>. \u201cC\u2019\u00e8 sconcerto per il mancato invito alla Tunisia, un Paese vicino che ha un ruolo importante, e lo stesso vale per l\u2019Olanda, un donatore di rilievo in questi anni\u201d sottolinea Khalifa. \u201cPreoccupa poi l\u2019affidamento che viene fatto su Paesi coinvolti in Libia in modo problematico e su personaggi come Al-Serraj e Haftar, che non controllano tutte le catene di comando e hanno dimostrato appieno la propria inaffidabilit\u00e0\u201d. Sperare, per\u00f2, si deve. Khalifa lo sottolinea ricordando che a Tripoli gli sfollati a causa dei combattimenti cominciati ad aprile sono oltre 200mila<\/strong> e che solo un accordo internazionale consentir\u00e0 la tenuta di un cessate il fuoco, messo quotidianamente a rischio ancora in questi giorni da \u201cschermaglie e saccheggi\u201d.<\/a><\/a><\/a><\/a><\/a><\/a><\/a><\/a><\/a><\/a>PrecedenteSuccessivo<\/p>\n\n\n

Questa settimana un portavoce del governo tedesco ha sottolineato che la Conferenza mira a \u201csostenere il lavoro del segretario generale dell\u2019Onu Antonio Guterres e dell\u2019inviato speciale Ghassan Salam\u00e9 per una Libia sovrana e un processo di riconciliazione\u201d. Sin dai primi incontri tenuti a Berlino lo scorso anno, il Processo mirerebbe a negoziare una tregua e a favorire la trattativa tra le parti in lotta. Secondo Khalifa, per\u00f2, come saranno sciolti alcuni nodi resta un rebus.\u201dNon capisco<\/strong> \u2013 dice l\u2019attivista \u2013 come si possa parlare di elezioni in un Paese dove per oltre nove mesi ci si \u00e8 sparati addosso gli uni con gli altri<\/strong>\u201c.<\/p>\n\n\n

Khalifa ha fondato Tamazight Women Movement, una campagna che si batte per i diritti delle donne berbere e la parit\u00e0 di genere in Libia. In passato, l\u2019attivista ha denunciato il rischio di nuove discriminazioni<\/strong> e le minacce rivolte dalle milizie di Haftar alle comunit\u00e0 non arabe. Rispetto a questi abusi, ora sottolinea che ricostruire sar\u00e0 ancora pi\u00f9 difficile se \u201cnon sar\u00e0 affrontata la questione della giustizia\u201d.
