La sua comparsa nel 2001, con la convocazione di vari movimenti sociali, attivisti e intellettuali per affrontare il neoliberismo prevalente, \u00e8 stato un evento mondiale. Da l\u00ec ci sono stati molti incontri molto partecipati in diversi paesi, attorno all&#8217;asse dei dibattiti orizzontali e dell&#8217;articolazione tra le organizzazioni. Una delle regole era che non si potevano fare dichiarazioni o chiedere azioni per proprio conto. Un gruppo di facilitatori sta ora esaminando la possibilit\u00e0 di organizzare un nuovo forum a Citt\u00e0 del Messico. \u00c8 chiaro che tutto dipender\u00e0 dallo sviluppo della coronacrisi.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Sappiamo tutti che il mondo \u00e8 cambiato molto dal 2001 e dal primo WSF a \u200b\u200bPorto Alegre. A quel tempo i fondatori del forum riuscirono a scrivere una &#8220;Carta dei principi&#8221; per fissare le regole del gioco ed evitare che il forum diventasse uno spazio di conflitti invece che uno spazio di convivialit\u00e0 e convergenza. Lungi dall&#8217;aiutarci, le regole per lo &#8216;spazio aperto&#8217; sono state recentemente interpretate dogmaticamente e il forum non ha potuto in nessun momento cruciale della storia attuale, se non in una singola circostanza e come eccezione, esprimersi come soggetto di una politica globale.<\/p>\n\n\n<p class=\"wp-block-paragraph\">In passato ci sono state varie iniziative per uscire da questa impasse e parlare con una voce politica da e in nome del Forum. Si pensi alla grande manifestazione del 15 febbraio 2003 contro la guerra in Iraq, avviata al Forum. Diversi partecipanti &#8216;storici&#8217; del FSM hanno firmato il &#8216;Manifesto di Porto Alegre&#8217; &#8211; un tentativo di rompere il consenso paralizzante &#8211; e ora hanno firmato un altro appello per passare dallo &#8216;spazio aperto&#8217; a &#8216;uno spazio per l&#8217;azione&#8217;, non al fine di fare un programma politico globale ma per interagire con il mondo esterno. Frei Betto, Atilio Bor\u00f3n, Bernard Cassen, Adolfo Perez Esquivel, Federico Mayor, Riccardo Petrella, Ignacio Ramonet, Emir Sader, Boaventura Santos, Roberto Savio e Aminata Traor\u00e9 hanno firmato questo primo messaggio.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Questa iniziativa non riguarda l&#8217;imposizione di una posizione politica a un collettivo che \u00e8 sempre stato e sar\u00e0 molto diversificato. Tuttavia, in un momento in cui il mondo \u00e8 in pericolo di collasso ecologico e in una grave crisi con un fascismo emergente, capitalismo finanziario dominante, razzismo e patriarcato; in un momento in cui i giovani, le donne e altre persone oppresse sono ancora una volta nelle strade per esigere giustizia e politiche ecologiche sostenibili, il Forum non pu\u00f2 mancare. \u00c8 un dovere morale e politico fermare l&#8217;autoriflessione e parlare al mondo e agire in esso.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Ecco perch\u00e9 i firmatari di questo messaggio vogliono cambiare il FSM per cambiare il mondo. <strong>Riteniamo urgente democratizzare il Forum, le sue strutture e la sua governance.<\/strong> Logica e storia impongono un cambiamento che deve essere il risultato di un confronto aperto e partecipativo. \u00c8 fondamentale introdurre una governance che ci consenta di passare da uno spazio aperto a uno spazio di azione. <\/p>\n\n\n<p class=\"wp-block-paragraph\"><strong>Proponiamo quindi che il Consiglio Internazionale integri le nuove forze sociali che si stanno mobilitando in tutto il mondo, che cerchiamo di creare un organo pi\u00f9 rappresentativo che possa prendere visione della nostra Carta dei Principi per adattarla ai nuovi tempi del 21 \u00b0 secolo, che diamo un posto ai forum regionali e tematici, che organizziamo giornate di azione internazionali, che possiamo discutere la strada da seguire per rendere il WSF un soggetto politico globale. <\/strong><\/p>\n\n\n<p class=\"wp-block-paragraph\">Questa non sar\u00e0 una strada facile e richieder\u00e0 l&#8217;apertura e la disponibilit\u00e0 di tutti noi per creare un corpo efficiente in grado di parlare al mondo. Ci sono molte possibilit\u00e0 per rafforzare la governance e democratizzare il FSM.
