C\u2019\u00e8 veramente un effetto domino dietro\nl\u2019angolo pronto a travolgere le tessere del neoliberismo nel continente? La\nvittoria dei democratici nelle vicinissime elezioni americane potrebbe\nrappresentare l\u2019innesco finale di questa reazione a catena? Cosa sta accadendo\nin Libia negli ultimi giorni e perch\u00e9 oltre all\u2019accordo per il cessate il fuoco\nc\u2019\u00e8 ben pi\u00f9 da sapere? A queste domande cerchiamo di rispondere nella nostra\nrassegna stampa di questa settimana, un resoconto dei fatti globali dove\nl\u2019unica luce priva di ogni torpore \u00e8 quella di Papa Francesco e di una sua\ndichiarazione, ormai sulla bocca di tutti. In questi ultimi giorni la parola\nchiave sembra essere trasformazione.&nbsp; <\/p>\n\n\n<p class=\"wp-block-paragraph\"><strong>SECONDO\nCICLO<\/strong><\/p>\n\n\n<p class=\"wp-block-paragraph\">Qualcosa\n\u00e8 cambiato in Bolivia e, se ci si ferma un attimo, potrebbe sembrare di\npercepire una brezza di mutamento anche altrove. L\u2019esito delle elezioni nel\npaese ha visto trionfare il partito di <strong>Evo Morales<\/strong> ora guidato da <strong>Luis\nArce<\/strong>, il <strong>MAS<\/strong>, che come la risacca del mare avanza nuovamente, riacquistando\nconsenso e risucchiando quel frangiflutti che \u00e8 stato la presidenza ad-interim\ndi <strong>Jeanine \u00c1\u00f1ez<\/strong>. <\/p>\n\n\n<p class=\"wp-block-paragraph\">Nel risultato delle elezioni boliviane, tuttavia, si potrebbe ravvisare ben altro, il segnale dell\u2019imminente ritorno di qualcosa di ben pi\u00f9 grande di una risacca isolata al territorio Boliviano. Qui il movimento di proteste, battezzato <em>Estallido<\/em> \u201clo scoppio\u201d e riaccesosi ad un anno esatto dalle manifestazioni dell\u2019Ottobre dell\u2019anno scorso, \u00e8 chiaramente il sintomo di un paese che vuole cambiare, lasciandosi alle spalle il passato. Il momento migliore per farlo e, soprattutto, il pi\u00f9 atteso \u00e8 <strong>il referendum<\/strong> previsto per oggi stesso. Che cosa prevede precisamente? Cosa c\u2019\u00e8 alla base delle proteste Cilene che, dopo un anno, sembrano riprendere senza aver perso minimamente vigore? Dopo l\u2019ultimo dibattito televisivo che ha visto sfidarsi <strong>Joe\nBiden e Donald Trump<\/strong> con toni decisamente pi\u00f9 moderati rispetto quelli a\ncui siamo stati abituati nelle ultime settimane, \u00e8 facile convincersi del fatto\nla vittoria dei Democratici potrebbe rappresentare <strong>l\u2019innesco finale della\nreazione a catena progressista in Sudamerica<\/strong>. Se Donald Trump dovesse perdere\nle elezioni la testa del serpente verrebbe recisa di netto, compromettendo\nseriamente il resto del corpo, adagiato lungo il sud del continente. Leader di\ndestra come <strong>Bolsonaro e Sebastian Pinera<\/strong> perderebbero un sostegno\nimportante, mentre il secondo ciclo anti neo-liberale guadagnerebbe ancora pi\u00f9\npotenza.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Intanto, come se le imminenti elezioni presidenziali non fossero abbastanza, non mancano ulteriori momenti concitati negli Stati Uniti. <strong>Il dipartimento di giustizia <a rel=\"noreferrer noopener\" aria-label=\"ha avviato una causa contro Google (apre in una nuova scheda)\" href=\"https:\/\/www.nytimes.com\/2020\/10\/20\/technology\/google-antitrust.html?utm_source=Gmi+Mailchimp+Integration+Prod+List&amp;utm_campaign=a0faaff802-EMAIL_CAMPAIGN_2018_07_08_04_14_COPY_18&amp;utm_medium=email&amp;utm_term=0_ff3735a749-a0faaff802-57067957\" target=\"_blank\">ha avviato una causa contro Google<\/a>. <\/strong>Le accuse, a cui il gigante cella tecnologia dovr\u00e0 rispondere entro il 19 Novembre, sono di <strong>violazione delle leggi antitrust<\/strong>. Si tratta di un momento storico, considerando che le autorit\u00e0 statunitensi non prendevano di mira una grande azienda tecnologica dai tempi della battaglia prolungata contro la Microsoft, sostenuta ormai vent\u2019anni fa. <\/p>\n\n\n<p class=\"wp-block-paragraph\">Undici\nstati hanno deciso di firmare la denuncia in cui si accusa il colosso americano,\n<strong>che ha aumentato incredibilmente il suo fatturato durante la pandemia\nassieme a pochi altri super ricchi<\/strong>, di aver abusato del suo monopolio nelle\nricerche online. Il documento potrebbe avere l\u2019effetto di rafforzare i\nmeccanismi antitrust degli Stati Uniti, atrofizzati da due decenni di\nimmobilit\u00e0. <\/p>\n\n\n<p class=\"wp-block-paragraph\"><strong>UN PASSO\nAVANTI<\/strong><\/p>\n\n\n<p class=\"wp-block-paragraph\">L\u2019unica luce davvero candida di questa rassegna stampa \u00e8 quella di <strong>Papa Francesco<\/strong> e di una dichiarazione che ha fatto il giro del mondo in poche ore, lasciando intravedere prospettive completamente inedite. L\u2019accordo \u00e8 stato firmato venerd\u00ec mattina a Ginevra dai rappresentanti dei due schieramenti guidati da <strong>Fayez al Serraj<\/strong> e da <strong>Khalifa Haftar<\/strong>. L\u2019ONU lo ha definito una risoluzione storica ma la nostra narrazione delle vicende libiche non pu\u00f2 certo arrestarsi a questo. Il vento in Libia \u00e8 cambiato ma l\u2019aria di mutamenti non procede in senso univoco: le acque sono tutt\u2019altro che quiete.<\/p>\n\n\n<p class=\"wp-block-paragraph\">Dopo l\u2019arresto di <strong>Abdal-Rahman Milad<\/strong>, capo della guardia costiera libica meglio noto come <strong>Bija<\/strong>, \u00e8 la Turchia a prendere il controllo della stessa guardia costiera, impossessandosi delle vedette italiane donate da Roma a Tripoli e rafforzando la sua presenza nella regione. L\u2019accaduto mette a nudo <strong>gli errori commessi dal nostro paese<\/strong> attraverso investimenti finalizzati al blocco del flusso dei migranti piuttosto che alla cooperazione per raggiungere una stabilit\u00e0 nell\u2019area. Lo schiaffo si intensifica dopo la notizia dei <strong><a rel=\"noreferrer noopener\" aria-label=\"18 pescatori sequestrati in Libia da pi\u00f9 di 50 giorni. (apre in una nuova scheda)\" href=\"https:\/\/www.corriere.it\/opinioni\/20_ottobre_15\/pescatori-italiani-5d95a064-0f07-11eb-9774-eb4dcac879cb.shtml\" target=\"_blank\">18 pescatori sequestrati in Libia da pi\u00f9 di 50 giorni.<\/a><\/strong> <\/p>\n\n\n<p class=\"wp-block-paragraph\">Dei due pescherecci e dei loro equipaggi, formati da otto italiani, sei tunisini, due filippini e due senegalesi, non si ha pi\u00f9 notizia dal fermo avvenuto ad una quarantina di miglia dalle coste della Libia, all\u2019interno di una porzione di mare che quest\u2019ultima rivendica dal 2005 unilateralmente come propria zona economica esclusiva.
