Controlli per entrare nel Regno Unito, con visto elettronico e passaporto obbligatorio, e controlli per restarci. Boris Johnson fa la faccia feroce, a 10 giorni dalle elezioni britanniche del 12 dicembre, e gioca la carta di una stretta sull\u2019immigrazione, allargata dal 2021 ai cittadini dei Paesi dell\u2019Ue. E alla massa dei turisti.<\/p>\n\n\n

Deciso a raddrizzare i sondaggi, che restano largamente favorevoli al suo Partito conservatore, ma con qualche oscillazione preoccupante sulla prospettiva di tenere a distanza il Labour di Jeremy Corbyn e garantirsi una vitale maggioranza assoluta di seggi nella prossima Camera dei Comuni, il premier fa leva sul pugno di ferro e sui temi della sicurezza. Un refrain che nel week end non ha esitato a sollevare anche sul dossier terrorismo, sull\u2019onda dell\u2019emozione per il sanguinoso attacco di London Bridge compiuto da Usman Khan, ex detenuto jihadista in libert\u00e0 vigilata, a costo di farsi accusare di voler \u201cstrumentalizzare\u201d a fini elettorali la battaglia contro le \u2018scarcerazioni facili\u2019 glissando sulle negligenze imputabili nell\u2019ultimo decennio ai governi a guida Tory. E che prova adesso a spostare di bersaglio, tornando al pi\u00f9 ordinario richiamo alla linea del Piave della questione migratoria: secondo i piani del programma conservatore in materia illustrati oggi dalla sua ministra dell\u2019Interno, Priti Patel, falco tra falchi in un governo e in un partito a trazione sempre pi\u00f9 euroscettica.<\/p>\n\n\n

Programma che prevede, se i Tories avranno successo alle urne, l\u2019introduzione d\u2019un rigoroso sistema di controllo alle frontiere del Regno – denominato Eta (Electronic Travel Authorisation) e simile all\u2019Esta in vigore per i visti d\u2019accesso negli Stati Uniti – a partire dalla fine del periodo di transizione post Brexit previsto per ora nel rispetto dello status quo sino al 31 dicembre 2020. In sostanza i viaggiatori senza visto permanente dovranno comunicare online i loro dati.
L\u2019obiettivo dichiarato del governo \u00e8 quello d\u2019impedire gli ingressi fraudolenti attraverso l\u2019uso di documenti Ue, al momento quantificati in circa mille all\u2019anno. Ma pi\u00f9 generale la promessa \u00e8 un giro di vite sul flusso migratorio complessivo, secondo il modello di filtri adottato per esempio in Australia, con una sorta di valutazione a punti delle \u201cqualit\u00e0\u201d (talenti, attitudini, compatibilit\u00e0 con le esigenze o le priorit\u00e0 del Paese ricevente) di chi bussa alle porte d\u2019entrata. Un modello erga omnes nel quale i cittadini europei verranno equiparati dal primo gennaio 2021 agli extracomunitari: con l\u2019obbligo di compilazione di moduli online anche per i semplici turisti e attesa di un ok dalle autorit\u00e0 britanniche all\u2019ingresso 3 giorni prima dell\u2019arrivo in qualsiasi aeroporto o porto dell\u2019isola.<\/p>\n\n\n

Di conseguenza la carta d\u2019identit\u00e0, utilizzabile oggi per viaggiare dal continente (e dall\u2019Italia) verso Londra e il resto della Gran Bretagna, non baster\u00e0 pi\u00f9: servir\u00e0 necessariamente il passaporto. Gli europei sulle cui fedine gravassero condanne di un certo (imprecisato) peso potranno essere inoltre rispediti a casa in ogni momento. E, a scanso di \u2018imboscamenti\u2019, non mancher\u00e0 un conteggio elettronico In & Out di entrate e uscite.<\/p>\n\n\n

\u201cA causa delle leggi Ue, droga e armi entrano oggi nel nostro Paese dall\u2019Europa, accrescendo il rischio di violenze e tossicodipendenze. Dopo la Brexit i nostri confini saranno molto pi\u00f9 sicuri\u201d, ha sentenziato la ministra dell\u2019Interno di Johnson.<\/p>\n\n\n

Parole propagandistiche, le ha per\u00f2 replicato a stretto giro Diane Abbott, ministra dell\u2019Interno ombra laburista, stando alla quale la \u201chard Brexit\u201d di BoJo e soci azzopper\u00e0 semmai la cooperazione investigativa e d\u2019intelligence con i 27. E dunque, nella realt\u00e0, \u201cla sicurezza\u201d stessa del Regno.
