l presidente russo Vladimir Putin e quello ucraino Volodymyr Zelensky hanno trovato un accordo<\/a> sulla guerra che i due paesi stanno combattendo nell\u2019est dell\u2019Ucraina, iniziata nel 2014 con l\u2019invasione di milizie filorusse. Russia e Ucraina si sono impegnate a raggiungere un cessate il fuoco entro il 2019, oltre a restituire parte dei rispettivi prigionieri di guerra e a demilitarizzare tre regioni entro il 2020, anche se non \u00e8 chiaro quali. L\u2019accordo \u00e8 stato raggiunto a Parigi durante una riunione mediata dai governi di Francia e Germania. Diversi osservatori hanno notato<\/a> che nonostante ci siano alcuni paletti precisi nel breve termine, Russia e Ucraina continuano ad avere idee diverse su come concludere definitivamente la guerra.<\/p>\n\n\n

Buona parte delle regioni ucraine orientali di Donetsk e Luhansk finirono sotto il controllo dei separatisti filorussi nel 2014, dopo che la Russia aveva invaso, occupato e poi annesso la Crimea, sottraendola al controllo ucraino. Da allora si cominci\u00f2 a combattere una guerra tra separatisti ed esercito ucraino che finora ha provocato 13mila morti, 40mila feriti e circa 1,5 milioni di profughi. Da diverso tempo l\u2019intensit\u00e0 degli scontri si \u00e8 ridotta parecchio, e Zelensky da mesi promette che cercher\u00e0 di mettere fine alla guerra, invece che aumentare nuovamente la tensione.<\/p>\n\n\n

L\u2019accordo trovato ieri, oltre alle misure immediate per una parziale demilitarizzazione, ribadisce quelle concordate a inizio ottobre<\/a> come la cosiddetta \u201cformula Steinmeier\u201d: una soluzione che prende il nome da Frank-Walter Steinmeier, ex ministro degli Esteri tedesco, che nel 2016 propose di tenere delle elezioni nei territori occupati, e in cambio concedere ai separatisti un qualche tipo di autogoverno. Come spesso accaduto nel corso del conflitto, Russia e Ucraina sono d\u2019accordo su cosa vada fatto ma non sulle modalit\u00e0 con cui applicare le loro decisioni.<\/p>\n\n\n

Secondo i giornali ucraini Zelensky avrebbe proposto<\/a> di tenere le elezioni soltanto dopo il ritiro di tutto il personale militare riconducibile alla Russia, insistendo molto sul recupero della sovranit\u00e0 ucraina sui territori invasi; Putin invece non era d\u2019accordo, e anche nella conferenza stampa successiva all\u2019incontro ha incoraggiato l\u2019Ucraina a cambiare la sua Costituzione (probabilmente in senso federale, cio\u00e8 riconoscendo una certa autonomia alle regioni occupate dalla Russia).<\/p>\n\n\n

Nella conferenza stampa, Zelensky ha detto che avrebbe preferito ottenere un accordo pi\u00f9 ampio e che \u00abun cessate il fuoco \u00e8 stato dichiarato 20 volte negli ultimi cinque o sei anni, e 20 volte \u00e8 stato violato\u00bb, sminuendo in parte la rilevanza del compromesso raggiunto.<\/p>\n\n\n

Il presidente francese Emmanuel Macron, parlando alla fine della conferenza stampa, ha ammesso che i negoziati non hanno portato a \u00abuna soluzione miracolosa\u00bb, ma sono comunque stati \u00abun passo in avanti\u00bb per concludere la guerra. Proprio durante i negoziati, una bomba \u00e8 esplosa<\/a> nella regione del Donbass uccidendo tre soldati ucraini.<\/p>\n\n\n
